Kirklees Metropolitan Council consists of 33 separate departments, based in 800 buildings and employs over 17,000 people delivering a range of services (incl. housing, highways, refuse collection, provision of leisure facilities, planning, building control, and estates management).
It took the decision to implement an EMS to meet the EMAS standard in all council services in 1997. Implementing EMAS and environmental improvement have resulted in major savings through energy conservation in buildings, more efficient fleet transport and waste reductions.
The Council has made numerous initiatives to motivate its staff, including a network of 200 Environmental Cascade Officers (ECOs), i. e. environmental champions, who support the council's six environmentally themed months each year (on energy, water, transport, purchasing, waste and biodiversty) by distributing environmental information to colleagues within their workplace.
