EMAS was implemented in Miskolc in the framework of the LIFE Ecos-Overture Programme, which also involved the municipalities of Agii Anargiri (Greece) and the London Borough of Sutton (United Kingdom).
The municipalities each selected a company or agency in their administrative jurisdiction with whom they worked closely to implement EMAS. In Miskolc, EMAS was first introduced in the Department of Architecture and the Environment and the Miskolc Public Transport Company. However, EMAS implementation affects the whole municipality since the environmental policy developed under EMAS applies to all municipal departments and some of the environmental measures involve the entire community.
Project implementation involved several training courses for municipal staff and Miskolc Transport Company employees, as well as internal auditors. Two conferences were organised and a brochure was published in the summer of 2001 to inform local stakeholders and other Hungarian municipalities and governmental organizations about EMAS and its implementation. Municipal environmental experts also organised meetings with regional environmental inspectorate staff to harmonize municipal actions with regional priorities.
Miskolc City Transport Company received both EMAS and ISO 14001 certifications in December 2002. It was the first public transport company to implement EMAS. It provides transport facilities for 40 000 people per day, giving the company a 54 % market share of the daily travelers in the city. The population Miskolc is 170,000 in an area of 237 km2. The aim is to keep the market share, as public transport is still more popular in Hungary. 150 km autobus lines and 11.3 km tram lines are provided by City Transport.
