Non-financial support to SMEs is managed by IHOBE and includes:
- Training (introduction to EMAS and full-packet Training; in 2003 40 different companies participating),
- Specific in-factory support (free paid by IHOBE; in 2003 35 different companies participating) and sometimes sector specific EMAS implementation working groups called TaldeEMAS (in waste management and chemical sectors; in 2003 6 companies in 2004 other 10 previewed). See www.ihobe.net
- IHOBE manages also the public recognition of Basque EMAS companies in a yearly event with TV, Press... and the companies. In 2004 is was held on 20 February. See www.ihobe.net
- The Basque Government has established with IHOBE's support a procedure to respond quickly to EMAS registration petitions. Now they are working to give benefits in relation to the 'Environmental Control and Inspection Plan'
- The Basque Goverrnment is signing consensuated Environmental Sectorial Agreements, and one of the requirements is EMAS
