Outcome of BEST Project:
Embedded programs found vital for uptake of EMS in SMEs
The Commission's DG Enterprise launched the results of the long awaited BEST Project in a conference in Brussels on 10 February 2004. The most important requirements for the uptake of Environmental Management Systems in SMEs are:
- Multi-stakeholder partnership of the government, the industry and the businesses shall be advocated.
- Promotional measures shall be integrated in wider environmental strategies
- Local Authorities and other stakeholders shall consider providing a package of direct subsidies, technical information, network approaches and sector specific initiatives
- The offer of benefits for businesses with an EMS

EMAS in agriculture
The Agriculture Eco-audit internet portal is based on the Eco-Management and Audit-Scheme (EMAS II). It goal is to improve the environmental performance of agricultural enterprises. The site is in German.

EMAS Registration of the First Macrolotto of the Prato textile district, Italy
The industrial area known as First Macrolotto consists of a m2 600.000 industrial surface, on which 301 firms and 3,500 employees are active. The First Macrolotto established the non-profit Consortium for the Services of the First Industrial Macrolotto - Cooperative Consortium (CONSER) with limited liability.
CONSER aims to
- manage the realization of both the industrial and the fire-extinguishing aqueduct and the telematic network;
- improve the quality of those services which are supplied by such infrastructures;
- realize new centralized services to let the micro and small enterprises working in the First Macrolotto benefit from the economies of scale.

Environmental management of industrial estates
In 2002 Parc industriel de la plaine de l'Ain (PIPA) participated in a French pilot project to adapt the ecomapping methodology to industrial estates. The outcome of this project resulted in a step-by-step guide for environmental management for industrial estates based on the ecomapping partipatory approach.

Dogme 2000 for municipalities and the environment
Five Danish municipalities jointly committed themselves to an innovative environmental management system with tough environmental goals and extensive involvement of the citizens. The project is an excellent example of a successful combination between tangible and determined management and political will and craftsmanship.

RISE - EMS awareness raising for trade union representatives
The Rise project aims to train trade union delegates about EMS – Ecomapping, ISO 14001 and EMAS. Some organisations decided to implement EMAS upon initiative of their trade union representatives.

EMAS Peer review for cities
The EMAS Peer Review for Cities project aims to start and extend the implementation of EMAS in local authorities across Europe, with special emphasis on accession countries. The project aims also to further develop a step-by-step EMAS guidance and toolkit for cities.

Epicentre - Acorn – BS 8550
These three initiatives take a staged approach to ISO 14001 and EMAS implementation that is especially suitable for for SMES and supply chain management.
BS 8550 is a British Standard published by the British Standards Institute that provides guidance in staged implementation of an environmental managemement system.
The phased EMS implementation approach used by BS 8555 and piloted through Project Acorn breaks down the process of installing a formal EMS into five levels. A sixth level allows organisations to develop systems, with the possibility of seeking recognition against the internationally accepted EMS standard, ISO 14001, or registering under the European EMAS Regulation.

ReMAS
A pan-European Project managed by the Environment Agency for England and Wales. It is a three-year study into the benefits of environmental management systems in the context of regulation. Findings will be published in Autumn 2005.
