The EMAS regulation is not very explicit how this should be done.

The development of an environmental management manual is one possible approach.

The environmental management manual may include or reference related documents, such as operating procedures and work instructions.

The decision on whether to include or reference documents will depend on the extent of your documentation, and if you intend to give the manual away (e.g. to interested stakeholders). In this case you may wish to reference related documents because they may contain confidential information.

Organisations with quality and or health and safety management systems also may wish to reference related documents.
